It’s been a while since I used PDF manager. I get my sheets into the georeferencing tab and as I pull up my first page it wont let me scale the pdf, Did i miss a step? What am i doing wrong?

it depends on how your trying to reference the page.
Scalebar
you have to click the radial button whether fixed scale or scalebar.
alignment and multipoint will auto scale depending on Station or where you select the point.
Under Scale your’s allows you to pick a fixed scale or scale bar as well.
mine doesn’t give me this option
Good to chat to you Greg, as discussed, the issue as that you had the command pane too narrow to show the contents of the dialog area - widen that up and you will be good to go. Grab the left edge of the command pane , click and hold the left mouse and move the edge to the left on screen.
