Following up on this because I think I’ve finally solved it, and maybe it could help someone else. I found out that my HP Omen gaming software (that I don’t use) settings actually override NVIDIA and Windows Settings. I had to switch the graphics settings from Hybrid GPU use to Discrete. This is after setting Windows and NVIDIA to prioritize the NVIDIA GPU for all applications.

There was also a very strange issue with the nav wheel and some of the RPS menu’s not loading drop down boxes. I believe this was solved by changing the application compatibility settings to High DPI override> Application.
