What’s the best way to scale the plan view of this sheet so that he can see the correct plan view scale in the print view?

Not sure that I understand the question
These are plan and profile sheets I assume - the scales are set in the settings of the Plan and Profile Sheet - if you click in the project explorer on the Plan and Profile Sheet set, and right click and select Edit that will take you to the Plan and Profile Sheet settings editor. You can change the scale of the plan and profile components in there and see the results interactively until you get what you want in the sheet, then you can build your sheets once you are happy with the scales etc.
