Project cleanup doesn’t support the different units in plan view versus sheet view. Therefore you have to convert all of your units when cleaning up each respective view. Where this can be problematic is if you try to clean up plan view and sheet view at the same. I typically don’t include sheet views because of this but it would be nice if this supported the various units.
When using it in the Sheet view - enter your values as 0.1in and that will convert it to Ground units
