I am trying to print a 17 x 11 sheet (17" wide and 11" high) and when I print to PDF it has those dimensions flopped (11" wide and 17" high). I can see that the “printed height” and “width” differ in the properties window pane. The problem is that I cannot change the “printed” values because they are greyed out (see below):
Where is the setting to change my printed height and width so that they match my paper height and width?

You will need to go to your project explorer and click on the sheet set properties. you can change the size from there. You may have to hit rebuild sheet after.
The paper height should be 17 and the Width 11 not the other way around (Paper Sizes are always defined in Portrait format. Then if you set to Landscape it will be rotated 90 degrees to give you 17" wide by 11" High as you want it (the Printed Width and Height).
When you print make sure that your Print Driver is also set to Landscape as that can also screw with the Output if printing to Paper.
